Book Review: Great world-building fantasy, plot a little weak in spots

I'll rate this book according to several criteria: world-building: 5 stars; character interest: 5 stars; internal consistency: 4 stars; story line: 3 stars.
I love great fantasy, in which worlds are built with internally consistent ground rules and interesting characters and situations. The author does a great job of that in this book. She spends a lot of time in the book establishing the ground rules for how werewolves behave as part of the pack, how various types of beings interact, how Mercy interacts with the other lead characters, etc. That done, she demolishes those rules without explanation in the last two pages of the book, in order to wrap up the romance part of the story and provide a lead to the next book in the series. That was a big letdown.
I also thought the plot that drove the action was extremely contrived (even in that fantasy world) and confusing in spots. The end of the book really didn't hold together awfully well.
Even with those disclaimers, I will definitely read the next book in the series and probably enjoy it greatly.
